Quake minister gone as Christchurch council handed full power – and the bills

Christchurch's return to self-governance is complete with ministerial oversight of the earthquake rebuild over after nearly 10 years, but multimillion-dollar funding shortfalls for projects remain.

The city has a $174.5 million gap for big-ticket items, including major repairs for quake-damaged heritage buildings, a new theatre and a revamped museum.
